Bailing out Jefferson County

If the feds can bail out a private investment bank, Bear Sterns, then the feds should help bail out Jefferson County's sewer department.  After all, the huge infrastructure expenses were required by federal requirements without federal help in the first place.  I guess this was another unfunded federal mandates...  No Child Left Behind.....
